The construction must be carried out under the supervision of an independent Works Examiner (WE) appointed by the Developer. The WE shall be a competent engineer with appropriate qualification and experience (for Categories 0 and 1, and with CEng MICE, CEng MIStructE or equivalent for Categories 2 and 3). The acceptance of competency criteria may be varied subject to agreement of the Technical Approval Authority (TAA), in this case the council. The proposed works examiner should be notified to the TAA prior to construction.
A works programme shall be submitted to the TAA at least 2 weeks prior the start of construction on site. The programme must give details of the level and amount of supervision that will be provided to give confidence that the structure will be built in accordance with the agreed design and specification. The programme must also contain proposals for materials testing, including third-party off-site inspections of the manufacture of precast concrete beams, culverts and the like.
The TAA may attend site to audit the progress and supervision of works to ensure the contractor is meeting the agreed standard of works and the agreed programme of supervision. However, it is the developer’s responsibility to keep the TAA informed of any changes to the works programme.
Construction compliance certificate
A Construction Compliance Certificate (CCC) must be submitted for the TAA acceptance. The CCC shall be signed by both the Contractor and Works Examiner.
