Leicestershire County Council is committed to making its websites accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018. 

This accessibility statement relates to Leicestershire Highway Design Guide.

Compliance status 

This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances listed below. 

Non-accessible content 

The content listed below is non-accessible for the following reasons: 

Non-compliance with the accessibility regulations 

  • Alternative text is added for all images on the web pages, but sometimes it isn’t appropriate. For example the image of Belisha and Refuge beacons – this should be more descriptive. This fails WCAG 2.1 success criterion 1.1.1 Non-text Content

  • Table headers don’t always have a scope. For example the blank cells in the tables on the Footways page and a table has been used for a list rather than bullets and sometimes there are empty headings on pages. This fails WCAG 2.2 success criteria 1.3.1 Info and relationships

  • Some PDFs aren’t fully accessible. As some of these documents include technical drawings, it won’t be possible to make them all fully accessible.  

  • Some links don’t have a unique name which might make it more difficult for people using a screen reader. For example there are 2 pages called Materials and Construction, and the carousel has a ‘Find out more’ button linking to different pages. This fails WCAG 2.2 success criteria 2.4.4 Link Purpose (In Context) 

  • There is some horizontal scrolling on small screens, for example on iphone 5. This fails WCAG 2.2 success criteria 1.4.10 Reflow

  • Some interactive controls for example the breadcrumb and menu items, may not be far enough apart. This fails WCAG 2.2 success criteria 2.5.8 Target size (Minimum)

  • Users are currently unable to pause the carousel slider on the home page. This fails WCAG 2.2 success criteria 2.2.2 Pause, stop, hide.

We are working to resolve the above issues as soon as possible. 

Preparation of this accessibility statement

This statement was prepared on 10 January 2025. 

This website was tested on 10 January 2025. We did our own testing using the Silktide Accessibility checker.   

Silktide tested all the pages on the website including a wide range of functionality, including images and alt text, links (including button and card links), menus, online forms, search, carousel content and downloadable PDFs.
