When a planning application is submitted, the LHA will expect it to be accompanied by sufficient detail for the LHA to review it against paragraph 115 of the National Planning Policy Framework. The December 2024 version of NPPF reads as follows:
‘114. In assessing … specific applications for development, it should be ensured that:
- sustainable transport modes are prioritised taking account of the vision for the site, the type of development and its location;
- safe and suitable access to the site can be achieved for all users;
- the design of streets, parking areas, other transport elements and the content of associated standards reflects current national guidance, including the National Design Guide and the National Model Design Code; and
- any significant impacts from the development on the transport network (in terms of capacity and congestion), or on highway safety, can be cost effectively mitigated to an acceptable degree through a vision-led approach.
The following sections set out some of the detail which the LHA is likely to require regarding the points 1, 2 and 4 above.
