Transport statements and travel plans

Transport statements (TS)

National Planning Policy Framework (NPPF) defines a Transport statement (TS) as, “A simplified version of a transport assessment where it is agreed the transport issues arising from development proposals are limited and a full transport assessment is not required". 

Whilst a TS can be expected to cover may of the basic subject areas as set out above (under TA), this will only be required over a smaller area (focused on the site access, nearby transport network and the development proposals themselves).  It would be beneficial if you agree the scope of a TS at the pre-application stage. 

Travel plans

National Planning Policy Framework (NPPF) defines a Travel Plan (TP) as, “A long-term management strategy for an organisation or site that details how agreed sustainable transport objectives are to be delivered, and which is monitored and regularly reviewed.”

A travel plan will be required to accompany any planning application where a TA or TS is required. 

The council is currently revising its travel plan guidance.
