All users of a route should be considered when surfacing paths. Asphalt is the preferred option in a developed setting. If a route is to be predominantly used by horses and leads directly into an open rural setting, then softer finishes can be considered. Blinded crushed stone should not be used on any sloped route. Discussions are welcome regarding innovation in surfacing materials, but proposed materials must meet the criteria outlined in the materials palettes document and be approved for use by the council.
